The Senate Budget and Appropriations Committee hearing for the Homeless Trust Fund bill (S2354) sponsored by Senators Dana L. Redd (D-5) and Brian Stack (D-33) will be held on Monday, March 9, 2009 at 1 PM in Committee Room 4, 1st Floor, State House Annex, Trenton, NJ.

Both of the prime sponsors and three co-sponsors – Senators Buono, the chair of the committee, Ruiz and Vitale  – are members of this committee. These five members comprise one-third of the membership of the Senate Budget and Appropriations Committee.

If approved by the committee, the full Senate would vote on this landmark bill on Monday March 16, 2009.

The Homeless Trust Fund establishes a recurring source of funding that would be dedicated to ending homelessness in each County that decided to establish a local fund. This would be a distinct account that would receive dedicated sources of public funds. Funds from the Homeless Trust Fund will be used to support projects that:

  1. Measurably reduce homelessness;
  2. Demonstrate government cost savings over time;
  3. Employ evidence-based models or promising approaches;
  4. Could be replicated in other counties across the state;
  5. Include a strong performance measurement component; and
  6. Are consistent with the locally developed plan to end homelessness.
