HUD CoC Webcast Provides Guidance

As we reported on July 14, 2009, HUD has begun the process of preparing for the 2009 Continuum of Care NOFA. On July 13, 2009, HUD published a Notice that provides detailed instructions on completing the CoC registration process on e-snaps and provides applicants important information about the CoC planning process as well as the major changes that HUD will make to the FY 2009 CoC Homeless Assistance competition.

2009 CoC Registration Timeline

  • Grant Inventory Worksheets will be sent to field offices and continuums by the close of business day on Monday July 20, 2009.
  • CoC Registration will not be open before Tuesday July 21, 2009.
  • CoCs will be expected to confirm the Hold Harmless Amount and Geo-codes within the continue around mid-August.
  • Awards of renewal SHP and S+C projects will be made 30 – 60 days of competition close.
  • Renewal project grant agreements will be sent out in Winter 2009
  • New Project announcements and Technical Submissions will be made late Winter 2009/Spring 2010
  • 2009 CoC applications must be made electronically via e-snaps. CoCs must obtain a waiver from HUD Headquarters in order to submit a paper application. During the 2008 CoC competition, no CoCs requested a waiver

Grant Inventory Worksheets

  • HUD will be releasing Grant Inventory Worksheets by close of business Monday July 20, 2009
  • During the 2008 CoC application process, HUD Field Offices submitted the final Grant Inventory Worksheets and HUD Headquarters entered the final HHN (renewal) amount for Continuums in the E-snaps system
  • In the 2009 CoC registration process, Continuums must submit the final grant inventory worksheets as an attachment through esnaps.
  • Continuums will be responsible for entering the final HHN (renewal) amount into e-snaps.
  • Continuums must work with HUD Field Offices to confirm the renewal projects and award amounts for the 2009 Grant Inventory Worksheet. Once all amounts have been confirmed by both the field office and the CoC, the field office will send the final grant inventory worksheet for SHP and S+C projects to continuums.
  • Continuums must upload both SHP and S+C grant inventory worksheets as a single zip file into e-snaps
  • The Grant Inventory Worksheets (GIW) must contain information regarding grants expiring in 2010. If a grant is not included in the worksheet and does not renew in the appropriate year, the project will not be eligible for renewal in 2010.
  • The Grant Inventory Worksheets will contain an instructions tab this year
  • HUD headquarters will pre-populate the grant inventory worksheet with 1 year renewable projects submitted in the 2008 CoC application. Continuums will be responsible for entering information about first time renewals or any other projects missed by HUD headquarters.
  • SHP and S+C renewal project requests must match the renewal amounts listed on the finalized grant inventory worksheet
  • The SHP GIW has been modified: the columns for one-time only activities (acquisition, rehab, construction) have been removed. Two columns have been added to the worksheet requiring yes/no answers: Has the project received an extension? Was this project a 2002 or 2003 grant?
  • The S+C GIW has been modified: dollar amounts for projects have been removed. Continuums will only need to verify unit configurations for S+C projects.
  • HUD hopes to complete the Grant Inventory Worksheet process quickly. The registration process can not be opened until all GIWs have been confirmed and submitted. HUD would like to complete the GIW confirmation process within 1 week.
  • Sample GIW are available on the resource exchange website.

2009 Registration Process

  • Continuums can simplify the registration process by importing registration information from 2008
  • If continuums choose to use the simplified process, they must select the option to import 2008 information, verify all information is correct, enter the final Hold Harmless Need (HHN) amount and attach the final Grant Inventory Worksheets
  • For the purposes of the registration process, “Project Name” refers to the continuum number followed by CoC Registration 2009. For example: NJ-501 CoC Registration 2009
  • Continuums that choose to import data from 2008 may edit data once fields have been populated
  • HUD emphasizes Continuums should double check all data, especially if importing from 2008, before submitting registration.
  • HUD Headquarters will review all registrations and send a confirmation email.
  • Once CoCs receive the confirmation emails, the registration process is complete.
  • If there are any discrepancies or disputes arising from information submitted through the registration process, HUD Headquarters will review and make a final decision.
  • Continuums will only need to reconfirm registration in the event of a dispute
  • E-snaps drop down menus will only include CoC names and numbers of those continuums that applied for funding in the 2008 CoC competition
  • Continuums that did not apply in 2008 but have applied in previous years must contact the HUD Field Office in order to register. The HUD Field Office will work with HUD Headquarters to verify the CoC name and number before registration can be completed.

Special Circumstances

  • 2002 Grants will only have funds available until September 30, 2009
  • 2003 grants will only have funds available until September 30, 2010
  • If 2002 or 2003 grants have received extension past 9/30/09 or 9/30/10 respectively, they must renew during the 2009 CoC competition.
  • For 2002 projects that have an extension past the funds available date, Project Applicants must carry the project using Applicant funds from 10/1/09 until renewal grant agreements have been executed. Project Applicants will be reimbursed for funds spent on projects under the new contract. The effective date of operation for these projects will be reset to October 1st.
  • For 2003 projects that have an extension past the funds available date, Project Applicants must carry the project using Applicant funds from 10/1/10 until renewal grant agreements have been executed. Project Applicants will be reimbursed for funds spent on projects under the new contract. The effective date of operation for these projects will be reset to October 1st.

HUD will release information about the 2009 CoC competition – application announcements, trainings, etc. – via the HUD and HMIS listserv.

Information about the 2009 CoC competition will be posted on the homeless resource exchange website.

The email address utilized during the 2008 CoC competition for questions and concerns will no longer be in service. All questions regarding the 2009 CoC application must be submitted through the virtual help desk on the HUDHRE website

Online Training modules will be available on the HUDHRE website

CoC registration training module will be available in late July (training module may be up after the registration process has been opened)

CoC application training module will be available in late August (training module may be up after the application process has been opened but the application will not be available before August 24th so there should not be much of a lag between application accessibility and training module)
