On Tuesday September 1, 2009, HUD released the Notice of Funding Availability for the Section 811 Supportive Housing for Persons with Disabilities, the Section 202 Supportive Housing for the Elderly and the Service Coordinators in Multifamily Housing.
Funding for the Section 811 and 202 programs continue to decline. This is why the Advocacy Network has supported legislation that will reform both programs.
The Section 811 Supportive Housing for Persons with Disabilities applications are due on November 16, 2009. Funding for NJ has declined from 20 units last year to 17.
The Section 202 Supportive Housing for the Elderly applications are due on November 13, 2009. Funding for NJ has declined from 111 units last year to 100.
The Service Coordinators in Multifamily Housing has only $20 million available for funding new Service Coordinator programs. The application deadline date is November 5, 2009. It is imperative that all applicants review the specific eligibility requirements on pages 7-9 of the NOFA.
Reform Needed Now!
Senator Robert Menendez introduced the Frank Melville Supportive Housing Investment Act of 2009 to reform the Section 811 housing program. This legislation, which is identical to the House Committee-passed version (HR 1675), will make significant changes and improvements to the Section 811 Supportive Housing for Persons with Disabilities program.

The legislation introduced by Senator Menendez would authorize a new Section 811 Project Rental Assistance Contract Demonstration program that would leverage new set-asides of supportive housing units in Low Income Housing Tax Credit properties; reform the existing Section 811 program to better leverage other capital funding and reduce barriers to “mixed-finance” Section 811 projects; streamline Section 811 processing requirements and remove regulatory barriers; and shift fiscal responsibility for the Section 811-funded Mainstream Housing Choice Voucher program to the Section 8 budget.
The Section 202 Supportive Housing for the Elderly Act of 2009 would promote the construction of new senior housing facilities, as well as preserve and improve upon existing facilities. The bill also would support the conversion of existing facilities into assisted-living facilities that provide a wide variety of additional supportive health and social services. Under current law, these processes are time-consuming and bureaucratic, often requiring waivers and special permission from HUD. Finally, the legislation would provide priority consideration for homeless seniors seeking a place to call their own.
