The House of Representatives approved the Jobs for Main Street Act, 2010 (H.R. 2847) by a 217-212 vote on December 16, 2009. The $75 billion bill included $1 billion for the National Housing Trust Fund and $65 million for project-based vouchers to be distributed along with NHTF dollars. The Jobs for Main Street Act would be paid for with unused TARP funds.

New Jersey Congress members voting in favor were: Andrews, Holt, Pallone, Pascrell, Payne, Rothman and Sires.

Voting no were: Adler, Frelinghuysen, Garrett, Lance, LoBiondo and Smith.

The state-of-play in the Senate is very fluid and changes hourly. The Senate still has to pass several “must pass” items before the end of the year, but is more likely to consider its version of a “Jobs” bill after the New Year. It is critical that we remind Senators know that you expect them to secure funding for the NHTF as soon as possible.

Senator Menendez has become a co-sponsor S. 1731, the “Preserving Homes and Communities Act” which will provide $1 billion to capitalize the National Housing Trust. This will provide a long-stream funding source.

However, we need the initial funding now.

Thus, the Advocacy Network encourages you to please call both of your Senator Menendez and Senator Lautenberg NOW and ask them to support NHTF funding in any and all bills to which it is attached.

The housing trust fund will, once capitalized, provide communities with funds to build, preserve, and rehabilitate rental homes that are affordable for extremely and very low income households. The Housing Trust Fund’s most important features are:

  • It is a permanent program, and will have dedicated source of funding not subject to the annual appropriations process.
  • At least 90% of the funds must be used for the production, preservation, rehabilitation, or operation of rental housing. Up to 10% can be used for the following home ownership activities for first-time home buyers: production, preservation, and rehabilitation; down payment assistance, closing cost assistance, and assistance for interest rate buy-downs.
  • At least 75% of the funds for rental housing must benefit extremely low income households and all funds must benefit very low income households.
