Gov. Corzine appoints four new members

Governor Jon S. Corzine signed an Executive Order expanding the Interagency Council on Preventing and Reducing Homelessness to thirty-three (33) members. The Governor also filed the following direct appointments to the Council:

  • John J. Monahan, L.C.S.W. (Ewing, Mercer)
  • Eleanor V. Horne (Lawrenceville, Mercer)
  • Robert F. Guarasci (Hackensack, Bergen)
  • Leslie C. Stivale, M.A., C.P.R.P. (Freehold, Monmouth)

On April 8, 2009, Governor Jon Corzine appointed the first thirteen (13) public members to Interagency Council on Preventing and Ending Homelessness. The development of a ten year plan for New Jersey is crucial to our efforts to end homelessness in New Jersey. The Interagency Council is in the final stages of developing this plan.

The addition of the new members will hopefully expedite the completion of this plan and insure that it is implemented.

Our Core Principles for Ending Homelessness and our policy and advocacy agenda are all focused on achieving our common goal of ending homelessness in NJ.

We congratulate the new appointees and look forward to working with them to end homelessness in New Jersey!

The prior appointments to the Interagency Council on Preventing and Ending Homelessness were:

  1. Bruce Nigro (Berkeley Heights, Union)
  2. Carolyn Lewis-Spruill (Trenton, Mercer)
  3. Scott A. Fairman (Trenton, Mercer)
  4. Steven Taylor (Orange, Essex)
  5. Victor J. Herlinsky, Jr., Esq. (East Rutherford, Bergen)
  6. Clifford A. Goldman (Titusville, Mercer)
  7. Janel Winter (Lambertville, Hunterdon)
  8. Daniel Altilio (Brick, Ocean)
  9. Gina R. Williams Deas (Pennsauken, Camden)
  10. William R. Southrey (Absecon, Atlantic)
  11. Reverend Dr. Robert C. Wade (Florence, Burlington)
  12. Reverend Bruce Henning Davidson (Stockton, Hunterdon)
  13. Victor B. Carlson (Denville, Morris)

Three of the original appointees are members of the Steering Committee of the New Jersey Advocacy Network to End Homelessness. These include Scott A. Fairman, Daniel Altilio and Rev. Bruce Davidson.

The Council shall:

  • prepare a preliminary report to the Governor by or before December 31, 2009, containing findings and recommendations for preventing and reducing homelessness, ending chronic homelessness, and improving services to individuals and families who lose their housing, and additional reports as the Council may deem necessary;
  • Review data, activities, funding, and programs in areas including but not limited to housing, health care, employment, education, and mental health and substance abuse services that (i) help individuals and families at-risk of becoming homeless retain their housing and (ii) provide housing and other services for individuals and families who become homeless;
  • identify statutory and regulatory impediments to the effective provision of services to homeless individuals and families;
  • recommend changes to laws, programs, policies, and service delivery models and an examination of best practices and service delivery models to maximize the cost effectiveness of those models and their results;
  • and examine and evaluate programs and activities to prevent, reduce, and end homelessness and to assist homeless families and individuals.

    Did Corzine's Chief of Staff forget to tell him that Middlesex County is still one of NJ's 21 counties? Don't see it represented on this list. Yet Mercer County is represented by three different people. The governor could have apologized for forgetting Middlesex in his farewell speech this week, along with some other admssions of missed opportunities about doing the right thing. Hopefully, the incoming administration will appoint a Middlesex County delegate.
